PSI/Tanzania receives funding support from KfW.

STATEMENT BY MR. RAMADHANI M. KHIJJAH PERMANENT SECRETARY, MINISTRY OF FINANCE AND ECONOMIC AFFAIRS AT THE SIGNING CEREMONY OF THE GRANT AGREEMENT BETWEEN THE GOVERNMENT OF THE UNITED REPUBLIC OF TANZANIA AND THE GOVERNMENT OF THE FEDERAL REPUBLIC OF GERMANY HELD ON SEPTEMBER 20TH 2010 AT 10.00 AM, AT THE TREASURY CONFERENCE ROOM.

Ladies and Gentlemen:


Good Morning!
1. Allow me, on behalf of the Government of the United Republic of Tanzania to express my gratitude for having this opportunity of signing with you, this agreement between the Government of the United Republic of Tanzania and the Government of the Federal Republic of Germany to support Social Marketing of Condoms and Contraceptives Project. The agreement we have just signed will enable the Government of the Republic of Germany to make a contribution of Euro 8.5 million equivalents to Tshs 16.5 billion for this project.

2. Your Excellency, The Grant agreement signed today is in line with the commitment made by the German Federal Minister for Development Cooperation Hon. Dirk Niebel, during his visit to Tanzania in April 2010. Let me also take this opportunity to thank you for joining other Development partner’s in signing the Memorandum of Understanding on the Public Financial Management Reform Programme in which the Germany Government will provide Euro 800,000 (equivalent to Tshs. 1.5 billion) to support the implementation of the key PFM issues as agreed in the last GBS annual review 2009 and the next phase of PFMRP IV. .

3. Excellency, the support to Social Marketing of Condoms and contraceptives play an important role in the social and economic development in Tanzania. The objectives of the Agreement we have signed fits within the overall goal of the project to contribute to improvements in reproductive health and to reduce the incidence of HIV/AIDS and Sexual Transmission Diseases (STD’s) in Tanzania.

The support will also contribute significantly to the Government’s efforts in improving the health of our people. The Project will be implemented in cooperation with the successful international NGO “Population Services International” and will help in increasing the contraceptive prevalence in the whole country.

4. Excellency, You may recall that, in the bilateral negotiations held in Bonn in April 2009, your Government agreed on increasing its support to Tanzania up to Euro 147 (equivalent to Tshs 291 billion) for a period of three years. I am happy to note that this new commitment of Euro 8.5 million adds to the commitment of 147 million Euros for the period between 2009 and 2011.

5. Tanzania appreciates this valuable contribution by the Government of Germany since provision of high quality and well-priced reproductive health and contraceptive services is among the top priorities of the Government of the United Republic of Tanzania under the Poverty Reduction Strategy. The wellbeing of the people of this country is premised on good health.

6. Excellency, let me conclude my remarks by once again extending our sincere appreciation to you and through you, to the Government and people of Germany for assisting us to accelerate the growth agenda for the Tanzania economy and improvement of the well-being of our people. The Government of Tanzania reaffirms its commitment to the pursuit of long term sound economic policy, good governance; and accountability, and its commitment to maintain and promote further, the partnership and friendly relations with its Development Partners.

Let me also assure you that the assistance that will be provided under the Agreement we have just signed will be prudently used for the intended purpose.
